Once upon a time there was a little girl who went to the police academy. And she was assigned very hazardous duties (being a sewing pattern model), but I took her away from all that and now she spends all her time making her hair 3-dimensional in the Mad Vortex.

The "wings" could refer to either her hair or her massive, pointy collar. She's ready to FLY, baby!
